INTRODUCTION

The Occupational Research Unit (ORU) of the Employment Development Department's Labor Market Information Division processed and analyzed skills data for 48 occupations gathered during 1992 and 1993. The 48 occupations were selected by cross-referencing three data sources: California's 50 occupations with the largest growth; California's 50 occupations with the fastest job growth; and the California Cooperative Occupational Information System's (CCOIS) skills database.

The top 50 occupations in both categories are from the Labor Market Information Division's (LMID) statewide occupational employment projections for the period 1990 to 2005. A list of these occupations can be found in Appendix A. The skills database is compiled from annual occupational surveys conducted by the CCOIS local partners. (At the time of this analysis, skills data from the 1994 surveys were incomplete and could not be analyzed.)

The Occupational Research Unit (ORU) refined the broad CCOIS skills categories and then aggregated the skills information to develop statewide occupational summary sheets. These sheets (see Appendix D) show: 1) what skills employers rate as important for employees to possess at the time of hire; 2) the transferability of workers' skills from one occupation to another; and 3) skills for which prospective workers need to acquire training so that they can qualify for specific jobs.

SKILLS CATEGORIES

CCOIS Skills Categories
The occupations surveyed by the CCOIS program represent a full spectrum of occupations, from jobs that require several years of vocational preparation to those requiring only a few weeks or months.

Skills associated with each occupation are arrayed in the CCOIS database under one of the following broad skills categories:

 
  Technical
  Physical
  Personal or Other
  Basic

Within each of those broad categories were many specific skills. For example, some of the skills listed for the occupation of Child Care Worker were:

 
  Technical -- knowledge of early childhood development

  Physical -- good physical condition

  Personal or Other -- ability to handle crisis situations

ORU Skills Categories
There are over 1,600 separate skills identified in the CCOIS skills database. Although dividing these skills into the four separate CCOIS skills categories is useful for some purposes, the breadth of each category seemed too wide for this study. The following alternative skills classification system was developed by ORU: (The skills categories are more fully described in
Appendix B.)

  Written Communication, including reading and writing
  Problem Solving, including logical thinking and decision making
  Ability to adapt to the "social" environment, including working with or without supervision and functioning as a team member
  Ability to adapt to "work/job" environment including good grooming, reliability, and ability to work under pressure
  Legal Requirements, including licensing and certification
  Specific computer and business tools used (in non-computer jobs) - the employee is expected to possess the skills needed to use the tools
Many of the skills classified as "technical" by CCOIS are actually very specific to the occupation which was surveyed. For example, the "technical" skills for the occupation of registered nurse included very job specific skills such as the ability to administer an electro-cardiogram; intensive care treatment skills; and ability to apply transferring techniques. For this study, those types of skills were categorized as "job specific." Some skills which were classified under the CCOIS category as "technical" were excluded from this report's "job specific" category because they were skills which appeared in most of the occupations analyzed. So, for the purposes of analysis, those skills were typically classified under one of the following separate categories: computer and other business tools used skills, licensing, mathematics, verbal communication, written communication and problem solving.

Physical requirements (including ability to pass a pre-employment medical examination) were omitted from the analysis because a primary focus of the project is to provide skills requirements to workforce development entities. Future skills analysis could include desired physical skills and requirements.

SKILLS LEVELS

Each CCOIS local partner, in cooperation with their local area employers, identified skills associated with selected occupations and evaluated the importance of each skill to that occupation. Each identified skill was rated by employers on a scale from zero (not important) to 3 (very important) as shown in the sample questionnaire in Appendix D.

This study attempted to make the large volume of skills data more manageable and useful by consolidating it into the ORU-defined skills categories and then further defining those skills by level of importance.

Although employers rated the importance of specific skills for job entry and for previously hired workers, this study examined only the importance ratings of skills for job entry. Skills for job entry focus on what the employers identified as the minimum skill requirements for workers at job entry. The skills ratings do not reflect what skills the job entrant possesses at the time of job entry. Job entrants are not necessarily new to the job, but are new to the firm, so workers could have years of experience which are not reflected in the skills data.

The analysis in this study focused on those skills rated by employers as being most important (those rated at 2.0 or above) for newly hired workers. This was done because the skills identified for these workers are skills that employers want workers to have before they are hired. Therefore, these are the skills that workers must acquire to make themselves competitive in the workforce and which should be the goals of workforce training programs.

SUMMARY

It appears from these data that when selecting and rating skills, employers concentrate on those skills that are most essential to success in the occupation.

The skills analysis showed that most occupations have a single skills category which predominates, or in other words, skills where the majority of responding employers indicated that skill category was very important.

It is important to note that the frequency of occurrence is not the same as importance ratings, and that low, or for that matter, high frequencies may reflect more on the manner in which skills data are collected. For example, in the case of Accountants and Auditors, more than twice as many skills identified as most important were what ORU categorized as "job specific" skills. These include government accounting skills, ability to conduct an audit, cost accounting skills, tax accounting skills, estate planning skills, financial planning skills, budget analysis skills, ability to use accounting software, and knowledge of computerized accounting systems.

It is generally understood that math skills are important for Accountants and Auditors. To look at the table, however, one might conclude that math skills are not important at all. The reason for the apparent inconsistency is that skills data for this occupation were collected by CCOIS using relatively high-level skills categories such as "ability to conduct an audit" which roll a number of more general or basic skills into a more complex category that is applicable to only one or a few specific occupations. Collecting skills data using such relatively high-level and job specific skills categories can be problematic because there are many unstated assumptions about the nature and degree of mastery of the more general skills included in these categories.

This is an important issue for those attempting to gather, analyze, draw conclusions from, or develop training programs guided by these and other skills data. Each contributor to the collection of skills data should, at a minimum, have a common understanding of terms and methods and should consistently apply these. In other words, similarities or differences reported should reflect actual skill requirement similarities or differences for various occupations rather than differences in terminology or methodology used to collect the data.
